Rules that change in 2026–2027
These are the dates when rules change that affect you as a newcomer to Sweden, from autumn 2026 to summer 2027. Each date links to the authority that decided it. Add them to your calendar so they reach you in time.
- Authorities can change their plans. We check the dates and update the page and the calendar when something changes.

Dates
-
Winter tyres: required from 1 December
From 1 December to 31 March, cars, light lorries and light buses must have winter tyres or equivalent equipment when there are winter road conditions.
-
ID card: apply to the police instead of Skatteverket
From 1 December 2026, anyone who wants a new ID card should apply to the police, says Skatteverket. If you are registered in Sweden (folkbokförd) but not a Swedish citizen, you can from the same day apply for the state e-ID SverigeID, linked to an ID card that cannot be used for travel, at certain police stations. Book a time on 114 14. The government has proposed that this card replace Skatteverket's ID card.
-
Salary requirement when you extend your work permit
Applications to extend a work permit that Migrationsverket registers from 2 December 2026 fall under the new salary requirement: at least 90 per cent of the median salary, currently 34,470 kronor a month. Some occupations and groups are exempt and need at least 75 per cent.
-
Freja+: last day for the ID check with a driving licence or Skatteverket's ID card
From 21 December 2026, Freja stops accepting Swedish driving licences and Skatteverket's ID card for registration. If you don't have Freja+ and want it with one of those cards, do the ID check at a Freja agent by 20 December. If you already have Freja+, nothing changes for you.
-
Qualifying for social insurance
If you settle in Sweden from 2027: to get, for example, child allowance, housing allowance and parental benefit at the basic and minimum level, you need to have lived in Sweden for a total of 5 of the last 15 years, with time in another EU/EEA country counting. Or you need to have had an income of 40,032 kronor a month for 6 months in a row, or 20,850 kronor a month in 12 of the last 24 months. People living in Sweden before 1 January 2027 are not affected.
-
Housing allowance: income counted month by month
Housing allowance decisions from 1 January 2027 are based on your monthly income instead of your annual income, and Försäkringskassan checks the income every month instead of reconciling it a year later. If you already get housing allowance, the new rules apply when your current decision ends during 2027 and you apply again. The self-employed and people with income from abroad are not affected.
-
SINK falls to 20 per cent
The special income tax for non-residents, SINK, falls from 22.5 to 20 per cent from 1 January 2027. It applies if you do not live in Sweden but have income from here and have a SINK decision.
-
New courses in SFI
New syllabuses in SFI (Swedish for immigrants) are used for courses that start after 31 December 2026. If you are already studying SFI, ask your school what applies to you.
Dates not set yet
-
April–May 2027
The next citizenship test
UHR plans the next civics test for April–May 2027. The date is not set. You need to register again, and you can register if you have received a letter from Migrationsverket. Tests held in 2027 cost 2,000 kronor.
-
June 2027
The work-permit salary requirement may change
The salary requirement is 90 per cent of the median salary that Statistics Sweden (SCB) publishes each June, currently 34,470 kronor a month. The amount follows the median salary, so it may change when SCB publishes a new one in June 2027.
